Facebook has an added layer of complexity due to changes in the rating system. They removed their typical rating system in favour of recommendations. They now have their own algorithm which is not as transparent. The rating system will depend on the number of reviews a page has received - if a page hasn't received enough it may not have a score at all.
In practice, these changes mean that users leaving feedback could no longer leave a review out of five stars, but simply a recommendation for the business page.
